Yes, you can use onArcade 2 forever, no additional fees. But there will be a small upgrading fee when you want to upgrade to onArcade 3 when it is released.
onArcade does not have any very special requirements, as long as the host has PHP 4.4 or newer and MySQL 4.1 or newer onArcade will work. If you wish to use search engine friendly URLs then server also has to have Apache with mod_rewrite module, for game feeds allow_url_fopen enabled or cURL is needed and GD is needed for image verification. Most PHP hosts should have these features.
