You can order it here http://www.onarcade.com/order/order.php , payments are either via credit card or PayPal.

There is an upgrading script that will upgrade your old onArcade 1.1.1 site to onArcade 2.1.0.

You have to translate it yourself, there is currently no Arabic translation.
